Zelensky Declares He Lacks Definitive Security Pledge from Partner Nations

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the declaration made in the city of Paris.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
